I would say yes - it's hard to imagine it could be any MORE offset and still be identifiable as a specific date!

Wow. Not even sure how you see a 1970 date.

It may be only 98.4372% off center. Has MaGinnus measured it for world record?

Spectacular. Frankly, with no idea whatsoever regarding market value, I'd absolutely have this one slabbed. It's impossible to imagine a smaller offset with an identifiable date. And you can get some jollies, thinking of the poor grader pulling his hair out trying to come up with enough detail for an accurate grade.

What a fun off center dime! Much better than my off center cent. (see below). Yes, To get a good price for it or to help preserve it you might get it "slabbed". Do I see a small green spot on one side? Would it work to use a two parts water one part vinegar solution to remove it?

Keep the vinegar away from it. Vinegar is an acid and could do damage. If it won't come off with water, or acetone or alcohol just leave it alone.

I learned to be "a smart butt," teaching. It's one of the few ways to get students or most people to listen. Attention to detail is sort of lacking in today's society.
