Thanks Gothic, I'm hoping to have better photos next week. I'm guessing that the coins weren't issued from the mint in holders like this. It's not everyday that a person runs across a coin like this. I'm curious as to the value of the holder.

Looks sorta like a Capital Plastics holder.

Yep Capital Plastics made this holder as part of their 1980's line, I'm pretty sure it was not a custom holder. I've seen many of them for sale over the years, none had coins in them unfortunately.
