Haiti - 1 Gourde Coin

Hi all,
I'm new to this forum. I have a question about a coin that my grandmother gave me years ago. It's a 1 Gourde coin from Haiti, 1881. It's about the same size as an Eisenhower. On the obverse, to the left of the date, it says "900 MILL" and to the right of the date, "25 GRAM". Any ideas what these mean? I'm pretty confident as to what the rest of the inscriptions on the coin are; just not these.

Also, any thought on what this thing is made of? I'm thinking silver but can't be sure. I've included pictures. Hopefully some of you have seen one of these things before.

"900 mill" is the silver fineness: 900 parts per 1000, or .900 fine.

"25 gram" is the weight, 25 grams.

Here is the NGC data page for this coin type, as listed in the Krause world coin catalogues.
