Always buy the coin, not the holder.

However, if you ever plan to sell....PCGS will get you more return than NGC (100% of the time, assuming the coin is accurately graded in both slabs).

PCGS and NGC coins are my first priority in purchasing; I will go with other grading companies only if I really want the coin for my collection. To me PCGS and NGC are both equal in quality but as DoubleEagle59 stated I do agree with him cause PCGS seems to demand higher prices.

I assume we're discussing Canadian coins.
NGC and PCGS are both known to regularly overgrade circulated coins.Caveat Emptor.
"Dipping" is not considered cleaning...

Depends on the coin. I'm partial to NGC. As posted above, PCGS can can bring better value to certain coins. The only thing I would consider when submitting coins to either is that any signs of cleaning marks, rim damage, corrosion, to name a few, will yield a "range" grade which for all intensive purposes is an ungraded coin. If you're partial to US TPGs, ANACS will "detail" grade damaged coins. Although you'll often read comments on these forums that NGC/PCGS tends to be more relaxed on grading Canadian coins, I haven't found that to be a consistent theory. Does it happen? I'm sure it does. Does it happen 100% percent of the time? Absolutely not.
