That is a concentric die gouge. (The face [field area of the die] of the die got a scratch/small dent while being handled.)

I'd say "yes" up at the "WE".
Not sure at the "9".

On the west side of the 1 that is a die clash of the "E" on ONE. The die crack on the WE. The gouge running parallel to rim. The 9 I'm not sure what you are looking at. The hit at 10:00 or the die flow SE of the tail or the vertical coin scratch NW of the 9.
