Can someone verify that this is acid damage? Thats what it looks like to me. If not, please let me know what it could be. Other side of coin is fine. Thanks.

Since the reverse is normal I would guess it's not acid. It looks more to me as if someone used the coin's obverse to practice using their Dremel tool or similar device.

They may have put the acid on with an eye dropper on one side?

I found one years ago and came to that conclusion:

That looks like mechanical damage, a Dremel or other type of grinding/engraving device.
