This 1964 penny would be extremely attractive, but for substantial areas of tiny scratches on both sides. Does anyone know what might have caused them? A die strike error, perhaps?

They are metal flow line. Extremely common on perth pennies. I believe they contribute to the colours you often see on perth copper.

Are they generally considered to detract from the value of a coin?

In my opinion, they've ruined what otherwise would be a superb coin.

Theyre not scratches and they dont detract from the value. I dont see how they are that ugly personally.
