It looks like an "EF". What does this mean? Any historical significance?

We might be able to help more if you can post a larger picture of the counter-stamp. Unless you know the story behind those two letters it is unlikely the counter-stamp will add anything to t eh coins value.....it may actually reduce its value.....with a story there may well be an increase in value. Actually there is one bizarre possibility: some one has stamped the grade into the coin......that may seem silly but some of the things collectors did 100 or more years ago would horrify us today

austrokiwi, good call on a blowup of the counterstamp. Wouldn't that be a shame if that was somebody stamping the grade in the coin . Although I don't think that is the case because I remember looking up things about rare chopmarks/counterstamps a little while back and seeing a similar stamp on an old british coin. Unfortunately I can't find that site again. Hopefully the board experts can help out, they are very good.

It looks like a chop-mark to me.

A rim photograph would be appreciated too.

Not a listed countermark, likely just someone's initials or something of that sort. Like so many of these things, the historical significance is likely lost to history.
