I found this in circulation. It's unlike any other Washington quarter I've seen (granted I'm not terribly familiar with the fine points of them). It's extremely shiny and seems to have much finer details and higher relief than your average quarter. Could this have been a proof planchet?

Too bad it's in such rough shape. I tried cleaning it with rubbing alcohol, then acetone, and MEK to no avail. It is a bit more lustrous than the pictures make it out to be.

It looks like it might be a mint set coin that got caught in revolving equipment such as a clothes dryer. A lot of the mint set coins in 1992 were struck on burnished (polished) planchets. A few intended for circulation were as well. Those used for circulation issues may be overruns of mint set or even proof set planchets or were polished inadvertantly.

Strange things go on at the mint and it gets even stranger when the coins leave the mint.

The light wear and staining suggests that it sat out of circulation for a long time. This might be consistent with the idea it was caught in a dryer but eventually worked its way to a stable position and became stained. I've seen dozens of coins that came from laundries and this is similar.

It's hard to say with any certainty. It should have a slightly smaller diameter than other quarters.
Time don't fly, it bounds and leaps.
