I see a lot of links to personal and public websites in ebay auctions. So I would like to warn any seller or would be seller that this is against ebay policy.

Sorry to disagree with ya but you need to read the entire thing. It clearly states what Can and Can't be linked.

I not refering to personal picture site or item description lot or an email form to ask the seller a question. I'm refering to links to your website with content not about the item your selling like links to your forum, or a website that sells other coins you or others own.

At least you can't do this in the item description, but you can place it in your about me page.

Take it from me, I know, because I learned the hard way. I was reported for such links, and received a warning.

Oh sorry I thought you Were talking about having pictures linked to larger pictures on a personal website

hmm doesn't say if links to other ebay auctions live or already ended are permitted or not. Don't know under which category those would fall under.

You can place any ebay link in your description, just not off ebay. But they do allow some instances that are listed in the link I provided.

You can link from your auctions to a your ebay page and then have links there directing to other sites. That is the best way I know of to get around this.
