If it is NGC, maybe they photo'ed the coin. Check the Certification number here to see if photos exist.

BIO is probably right on about the strike of the coin being too strong and as I call it, "ruptures the skin" of the zinc cent.
I have an older proof coin still in the proof set that has ruptured as well. One half the coin towards the date is pure black, the other side near LIBERTY is a normal proof coin. It suffered from a strong strike as well.
