I found this one in a 1000 count bag of wheats from my local dealer. My best guess is that they thought it was simply a "run-of-the-mill" steel cent. It's lacking any mint luster. Using my loupe, I can't find any evidence of copper.

The 43 steel cent was pulled from the same bag.

Color, tone and wear all seem uniform on the obv., rev. and outer edge. Looks pretty good to me.

It may be an unplated planchet but not worth a TPG,IMHO. Try a dip in 100% pure acetone.

On the plus side, you don't see the gray over the plating with the orange rind on it. It maybe a real un-plated cent. I would put it in an air tight case to protect it.
