Indeed, a liard of Felipe II, from the Middelburg mint, as he is titled King of Spain and Count of Zeeland (ZEL).

Except your escudo gives Felipe II's title of Duke of Brabant (DVX BRA) instead. I think the five-pointed star inbetween 15 and 90 in the date may indicate the Maastricht mint.

I haven't been able to find anything that looks like the area the date should be, I don't think it could it be a counter strike but?
