NGC says that 15% and under is within normal tolerances.

AHHHH. My favorite topic only with Mercury dimes. I've got approximately 3,000 Mercury dimes and have found almost 30% have excessively rotated reverses. Some as much as 180 degrees which means the reverse is upside down. Many, many are at least 5% to 10% or more rotated. If I were to include from 1% to 5% I would say about 50% are rotated.

How do you know that it isn't the obverse that is rotated
