For the ultra moderns like the golden dollars any time you see a 69 the submitter was looking for a 70 with proofs and not intended for circulation coins. Theres a few exceptions but theyre few and far between.

Any time you see the special labels on them like the ebay listing you linked its safe to assume it was part of a bulk submission of a 100 coins or more where the 70s will pay for all of them and anything the 69s bring in is a bonus.

A 70 Presidential dollar is worth that much of a premium?

Depending on which one yea. They sell for 20+ usually. Bulk grading is 12 dollars a coin max, and if you a huge submitter likely less than that. So 20 bucks is a profit. They dont make a company but if you can make some on it and it brings people to your site or store its worth it. Some sell for closer to 50 too.

Ha ....... ha........so your using the two absolute rarest circulating pennies, to make your point as to why someone would submit common coins for grading ?

A collector is a collector, everyone collects what they like. Some collect lowballs, some collect sliders and some want they best example of what they collect. My kids and I have complete sets of State Quarters from circulation, as well as an up to date collection of ATB's from circulation. When the Presidential dollars came out , we bought our albums and started our next set from circulation.UUnfortunately we know what happened to that. So we switched our focus and decided to collect the best of the best proofs instead. We haven't got our 2013 PF70's yet, but we have all the others. A PCGS/NGC proof presidential set is surprisingly hard to find and not cheap.
