Which would you choose. Complete set silver eagle 86-13 in proof 69 or ms 69 and either NGC or PCGS and why. Have to make up my mind on just one set,your thoughts....

I collect both, but prefer the look of the proofs... Buy whichever you like better... Or both  As for PCGS or NGC... That's completely up to you... If you ever go to sell them the PCGS will command a slightly better price. But for me personally I like them raw... In the OGP, I just don't see the point in graded bullion coins.. but again to each his own, I know many do like them. But it's quite easy to cherrypick 69's raw (even 70's... Although I don't personally "believe" in a perfect 70). You don't pay the premium for the slab and get a coin just as nice. There not made for circulation and are made very well... 69's shouldn't be rare at all, they should be the norm...

Please fill in a few blanks... What is your motivation for acquiring them? Investment? Enjoyment? Is your budget limitless? Large? Small? How important to you is having them in slabs?
These are important factors to define before you start buying anything to be sure you are heading down a path of enjoyment and not frustration.
One comment I can make right now, from my experience... Any 69 grade (With a scant few exceptions) are meaningless to collect unless you just like coins in slabs. 69 grade sell at about the same price as raw coins. You need to go for 70 grades to see any real premium.

I'd go with NGC since PCGS coins usually cost more even in 69 (and they shouldn't cost more in 69 IMO). You have a multi-thousand dollar stopper if you choose proofs (1995) but they are more attractive coins IMHO. You could do a MS69 date run set for a reasonable price.

I do like just the collecting part but would like to at least hold their value. I like the look of graded coins, also original. I do have a complete set in unc and about ten proofs in OGP. Just wondering if graded is the route to take o either. While I don't have a large budget to do all I'd like, let's call it medium. Thanks for the input.

Based on your answers....if you like slabbed...I say go for slabbed 69s but pay around the same as raw for them, proof or bullion. No big premium that way and the only downside potential is if silver takes a dive

Ngc and pcgs are both good. If you like bright white coins and don't want them to tone, choose ngc.....I've seen moderns tone or in the case of gold get spots......not cool especially when you spend 10k on a pr70 dcam 2008 gold buffalo set.
