i am pretty sure this is man made but I cant think of anything that would cause this.

Large cents are found with similar serrations cut into the edge. They look kind of like gears, but were likely put to use as piecrust crimpers. Except, of course, those large cents also mostly come drilled with a center hole, to be given a tool's handle.

Coulda been a lot worse--like a 1888/7 with these rim cuts.
