1. Correct. Basically the only time Paypal seller protection kicks in is if you can provide Proof of Delivery. Apparently an ebay authenticated statement from the buyer that they received the item is considered insufficient proof. But we have not yet had that conversation with them. 2. I don't think so. Banks take the same approach as Paypal. The onus is on the seller to prove the buyer received the item, as described, and is happy. Which is a very difficult thing to prove if the buyer is, shall we say, less than honest. In this case the transaction is further complicated by having Paypal in the middle between the seller and the bank. We have no idea if the bank would accept evidence that Paypal rejects or the other way around. The main message here is to just to be aware of a specific ebay user that has figured out a rather more sophisticated than usual way to game the system so they end up with their purchase, their money, and their positive feedback without raising any red flags to ebay, Paypal, or their bank.

kuh_85 that sucks big time I have got things off you on ebay and I only had good service. I was suppose to pick up the item but my SUV quit on me and you shipped it out it suck people would do that to good sellers. I hope you can fix this

this has stuck in my craw !! kuh what is your bank saying? they just go along with an unauthorised debit to your cc. with insufficient reasoning. surely they`ll be on your side I think if it was easily done on end of the transaction it can be undone on the other, its been a while but`i`d sign a bond of indemnity or at least try too and demand my money back unless proper reason is supplied if this is a scam its just as bad as phishing and paypal and ebay should have people on it I wonder if these other recourses are waived when signed up with these guys best of luck regards

@torgemceo - Yes, these are the terms you agree to when you 'agree' to use Paypal. (The following is a paraphrase of the 'fine print' done as a riff on Isaac Asimov's 3 laws of robotics for any sci-fi fans out there http://en.wikipedia.org/wiki/Three_..._of_Robotics ) 1) ebay & Paypal will always get their cut. 2) ebay and Paypal protect the buyer except where this would conflict with the First Law 3) ebay and Paypal protect the seller only as long as such protection does not conflict with the First or Second Law Seriously, read the fine print. There is little margin in ebay & Paypal fighting fraud. It's just an expense to them. Since it's predominantly the sellers who pay for the fraud there is no money to be recouped on their side to cover that expense. They do the minimum necessary but if you peak behind that fig leaf there's not much actually there. Just to be clear, this sort of situation is as 'normal' in on line sales as shop lifting is in regular stores. You can take steps to protect yourself but you can't completely eliminate the risk. Nobody is going to pay $13 shipping for a $20 coin just to meet Paypal's Proof of Delivery requirement; particularly when somebody else is offering the same thing for $2 shipping. Most people are honest and most transactions complete successfully. To keep things in perspective, my wife has been selling for six months now. She has sold almost 694 items so far. She has had four problems. 1. Item not received - sent regular post - value $30 - I'm pretty sure this one was legitimate. 2. Item not received - sent regular post - value $42 - Not sure about this one but could be legitimate. 3. Item not received - sent to the US be Expedited Parcel, tracking shows it never made it out the other side of JFK - value $235 - expect this will eventually be reimbursed by insurance once it works its way through the bureaucracy at Canada Post. 4. be that as it may kuh that is not the same agreement as your agreement with your cc issuer or bank , you can refuse any debit on your card unless proven elsewise.i hope i`m correct in this matter http://www.mint.ca/store/coin/20-fo....UqpijYyEjRYyou are out of pocket both the payment and the coin seems wrong for me very wrong best

@torgemco - Paypal just took the cash directly out of her Paypal account. No bank or CC involved.
Yes, I think this is very wrong as well. Don't misread me. I am seriously upset about this.

Just finished on the phone with Paypal and they have agreed to reimburse her as a 'one off' as she is such a good customer. On the phone with ebay right now trying to remove/revise the positive feedback that was left.

Also Paypal has agreed to escalate the buyer's account for review. I don't have the impression that would have happened without us raising a stink.
