one crazy idea I had was to put them loose into a 2x2 plastic sheet (the ones with 3 ring binder holes and 20 squares) then tape them shut with clear packing tape, the 2 inch width.
I know TAPE on coins... but this is just to seal the pouches and if you get a good seal it is not coming off easily, so turn over the tip on the backs, this method is not exactly pretty but works to keep the air/moister off of them. As long as you are not displaying them in direct sunlight the tape should take centuries to decay
I put Silver rounds into mine and as I said it can be ugly with air bubbles under the tape but with a little practice it's easy to smooth it out as you apply it. The last one I did looked amazing the first was horrid.
I have some Star Trek cards from the early 90's (25Th annv. sets) that I taped shut in 9 per page trading card sheets and they are still in excellent shape. I can still remove and re-apply the tape. I have kept them hidden since then and the plastic has not degraded.
Putting 4-5 in each slot gives 80-100 cents per page but they might overlap inside easily. If you are able to get most of the air out they might seal themselves so they don't overlap or maybe try a corner of cardboard from a 2x2 as a spacer between coins. The best price I found for 2x2's was 3.2 cents per in 1100 bulk, so yeah I agree spending $35 on 11 dollars of face value just for ephemera is kind of wacky.
I wish you luck with it and I do collect copper cents but I never really worry about displaying them except in the (WELL cleaned) cashew jars, get the salt out and the plastic is not reactive.
