I've seen similar, is that just PMD and a nice oddity or something to be hanging onto?

Looks like PMD as the rim is not on the edge of the coin and the marks looks like if was removed.

Its a mint error railroad coin. Had it photo authenticated it was caused by collar coming up slightly and this was the result of the striking.

The marks are the however many tons of pressure hitting the exposed reeded edge of the coin. And "oozing" between the collar and die.
Edit: dont think I said that quite right. The rim edge is the result of the "exposed above the collar portion of the coiin reeded edge" more or less uncontained and oozing or "smearing outward" due to the fact the coin wasnt fully inside the collar.
At the fear of sounding over defensive as this isn't my intention. I think its a amazing coin.

What crazy things happen behind those wonderous and magical doors of the US Mint?

Well you had one of the Top Coin Experts tell you it is PMD. I would say it was Photo Authenticated as PMD.

You should post pictures of the entire coins obverse and reverse. The more and better quality photos you show the better quality of answers you will get. It looks like PMD to me as well.
