If I see a rim 360 degrees around the coin it's not off center in my book and has no value to me. Normally collectors like to see some of the devices such as the date or letters missing before any value would be given.The coin in the listing would be worth a quarter to me

It's not an off center struck coin. I would need to see more shots to diagnosis it for sure. It could be a finned rim in conjunction with a slight partial collar or a ever so slight misaligned die. It could also just be slightly damaged.

Looks like a MAD obverse die.

On a true off center strike both the obverse and reverse will be equally off center.

The seller intentionally left out a reverse photo in my opinion.

Also a true off centered error is struck without the collar so it will not have reeding on the edge. If both sides are off centered and the quarter has full reeding then it would be MAD struck on both sides and not an off centered error. The quarter posted is not off centered and my guess is it probably isn't a railroad rim (partial collar error). I have seen several coins posted on ebay with slight finning on the rim described incorrectly as a railroad rim.

I find it humorous that the seller didn't get anyone to bid $4.99 for the first auction of the coin. So he relisted it with a starting bid of $7.00 and Buy it Now for 10...lol
