Well, it's a SALVS REPVPLICAE reverse type. That should...um...narrow it down to a dozen or so emperors and a few hundred types. LOL :)

It's definitely either this or this, which would be, um, six emperors?
That said, the legend (however little remains) looks like Arcadius to me (it's definitely not Honorius - too few O's - and everyone else is too long; if anything, Arcadius is also too long, but I can't see a shorter possibility).

From what I can see of the head details and studying some of Arcadius, I'm pretty sure it is a bronze of him.
