It is Gallienus - Legend says ...ALLIEN..., the bust is of Gallienus. But the double strike it very nice. Reverse is probably a Doe (is that one DIANA CONS?).

Dont give up so quick Phil...perhaps you just need a nice uncleaned lot  After all, I had no idea what I was doing not that long ago. Uncleaned coins are the best tool.

Yes, DW is your best bet, with a lot of patience and brushing. It should look nice with careful cleaning. I love the double strike.
