Can anyone tell me what RPM # this is? I'm not sure how many S's there are, looks to be 2 but could maybe be more. Thanks for the help!

Any idea what it is? Looks like a shadow S when under a loupe.

It looks like flat field doubling. Proof coins are struck more than one to make the profile stronger looking. Just another form of Machine Doubling.
Here is an example of a doubled die with flat field doubling:
