Found this in a 1999 Philadelphia uncirculated set, still in plastic. Not sure what this could be...

Damage: I know nothing about the machine that packages these sets but I suspect it had something to do with this damage.

Right on. Do you have info on sets like these? Are they a third party selling them? Or just held to a lesser standard then the proof sets? I was left these by an uncle who passed and they date back to 1964.

Have a identical 1972 mint set the cello sealing machine did that

If it was damage wouldn't the Zinc core be seen in the indentations? Also its in the mint cellophane correct? Not sure what it is but I'm not willing to say it is damage or isn't damage.

Only when it is pressed down to hard. The wrapper/sealers don't apply enough pressure to expose the zinc.
