No I'm not buying but if it was $15 or maybe even $20 I might jump on it as a hole filler.

So has this coin been overdipped or is the porous surfaces from environmental damage?

Environmental, I think - I don't expect overdipping to pit the surfaces.

Bubba Sully is a good (no - great dealer on ebay), I buy a LOT of stuff from him, and his store is only up the road a couple of miles from my house. Good guy, lists a ton of great material, and all items seem to start at very reasonable amounts like $1.99 or ¢.99 with low shipping, so for what the coin sells for is really dependent on what the underbidder has bid up the value too.

This coin looks like environmental damage, dipped? maybe, but the damage was done before the dip.

Environmental. The corrosion is clear. Although I suspect it as also been dipped.

I have bought a few SLQ's from them in the past and have always been satisfied.

So I am not bashing the seller just curious about the coin in question to hone my future grading skills.

One of the things overdipping does to the surface of a silver coin is render it non-reflective. I don't expect any "shine" whatsoever from an overdipped coin; what we see here can't be the result of a dip unless it was polished afterward.

I think there is a good chance this coin has multiple issues. There appears to be some environmental damage as well as a cleaning/dipping.

As Westcoin said, the seller is pretty good on ebay and usually describes their coins accurately. It would be nice if more sellers on ebay were like this one

Looks like a dug coin that someone cleaned up in a rock tumbler - a fairly common practice among metal detectorists.
