Probably a die gouge/dent, but small. The bays are part of the fields of the die, so contact with something can make a mark on the die, raising a positive on the coins struck.

I also see split plating next to the column number 11 if you were not referring to the die gouge.

The die has been polished a lot. The last two bays should have a column edge on the inside edge of column #12.

That was polished away to cover previous die clashes. Also not how the columns are not as wide as the other ones to the left of them. The die has been work on and probably damaged while handling it.
