So I bought two notes off of one individual Dec. 18th.

Two notes arrived very poorly shipped. The problem is.. I bought and paid for a '35 $1 and a '37 '$20 note.

When I received the item in the mail there was the '35 $1 but instead of a '37 $20 ... I received a $20 '54 ... modified.

So it being very close to Christmas I thought perhaps the seller in a rush to get his notes out made a mistake and sent me the wrong note. I contacted the seller and he/she said they still had the note. While I was happy to hear that he/she still had the note.. I was actually ticked off that the seller didn't contact me and own up to the mistake, or say that they have already shipped out the proper note.

I ask him/her to ship the proper note as I in turn will send back the other $20 that I didn't ask for or buy.

His response was that if I send back the other note he will give a refund & then he will relist the '37 $20 for me to buy...

My response .. I already bought and paid for it... so just send it already...

I already send back the $20 modified.... (I have no need for it.. it was in bad condition and I can get those for face value)

I wait a bit.. and then ask him if he's sent the proper note... no response until the 5th of January.. he says he's put the note in the mail..

I tell him great as I have mailed his note already...

On the 7th.. again another e-mail saying he's mailed my proper note.. (? okay ?)

I wait a week.. nothing so I open up a paypal claim.. I saw that you only have 30 days to make a claim and I'm coming close.. so I figure I should open the claim now... if the note comes in the mail in the next few days no problem I can close the claim..

On 13th (the day that I open the claim) I get another e-mail from him/her.. saying they will put the note in the mail...

?!!?!?!?!?! - I was thinking this was done 1-2 weeks ago already!


So on the 22nd when I came home and didn't see the note in the mail .. my thinking was this...
(This seller for some reason is either trying to stall to get past the date where I can open a claim... or this person is just really REALLY unorganized)... I don't think the seller is intentionally trying to rip me off... otherwise why send me some of the notes in the first place right?

Now my wife is to give birth any time soon and if she has the baby I'm probably going to be way to busy to deal with too many other issues for awhile.. so I escalated the PP claim asking for a refund... my thoughts are if I still get it in the mail I can drop the claim... but if I don't.. I will be out that window to make the claim and I will be out the $$...

So my questions...

Did I act too hastely?

How long does it take for PP to resolve these kinds of disputes?

I don't think you acted hastily, at all.

I think I would have opened a claim sooner.
However, if my wife were due to be giving birth in the next 3 months, I wouldn't be spending time buying.

No critcism intended, just a bit surprised.

Thank you for the well wishes...

I'm actually in the middle of doing a complete tear down and renovation of the basement.. including moving the bathroom over 9 feet to open up some more space... It's a fair sized job for my capabilities...

The reason I bought the notes is I'm finishing up on a project where I will be framing an assortment of notes.... for art down in the basement.

I love having kids.. this will be our second.. but I totally agree with you on buying stuff just before the kid arrives... talked with the wife we've put a budget together and have it in the plans so we will be picking up a few more pieces of property. This will be great for the long term.. however it will be nearly disasterous for my collecting in the short term... no more gold or silver... and perhaps 1-2 nice numis per year... So really I was buying this note (not really that expensive either ....) to get it in BEFORE the budget is implemented...

But thanks for the input... on my haste... I feel a bit better...

Anyone know how long it takes to process a Pay Pal arbitration?

I agree you gave them plenty of time. Multiple emails saying that theyll ship sounds like they were hoping to push it past the case date. My guess would be theyll give the seller a few days to ship before taking action.

When one of my purchases did not arrive and I didn't get an email asking why not, I opened a claim, and the seller was given a week to dispatch the goods.

The goods were said to be despatched first class the following day and arrived 5 days later.

The seller claimed she was 88 and was outraged that I had opened a claim, said I should just have waited.

I wish I had paid more attention. The one time a seller shipped me a wrong coin I shipped it back and never received the replacement. He had said it was in the mail and I had forgotten about it. When I realized that I still hadn't received the coin it was already past the day for an appeal.

Thankfully it was only 10 bucks.

I keep a lot better track of my purchases now.
