Was this damage done before leaving the mint? I received this in change several years ago and just stumbled across it. Just curious if it left the mint this way....1967-Lincoln-Cent-Damage---Question

Looks like the real deal to me. The fading devices from the clipped areas. Nice find. If it were done away from the mint, the devises would be crisp near the rim area. But I'm not seeing that. But also there is the Blakesley effect present. REAL DEAL!

LOL, damage? You have a double clipped(incomplete) planchet, it was like that before the coin was struck. As blanks were being punched from the metal stock sheet, the sheet was not advanced far enough ahead before the next set of punches was made. When incomplete blanks are fed through the upsetting mill to form the protorim of a planchet, there is usually tell-tale weakness of the rim opposite the clip(Blakesley Effect). Nice error find in change you lucky dog

I probably got this back in change 10 years ago. It has been sitting in a jar since then.

How rare are double clipped planchet's?

Double clips are less common than single clips but they are still not rare by error standards. For small clips, you could figure about double the value of a single so $5-10. It could be worth up to $20 or more if is a Red BU coin or one of the clips is large.
