Normally I am pretty good at determining PMD versus and error (in this case a struck through), but for this one I just don't know. Originally, I thought this was PMD but then I noticed the weakness in the reverse corresponding to the same location on the obverse.

So let me know what you think (sorry for the quality of the pictures, they were taken by my phone)

struck through cloth, but wait for an expert to chime in.

This is a pre-strike lamination. The weakness opposite was caused by the planchet missing part of the planchet. Very Nice find. I've added it to my image library.

So basically the blank planchet had a lamination before being struck?

Correct. Without the metal that fell off the lamination before the strike, the reverse devices could not be formed. Basically a bad planchet.

I thought lamination at first but did not see any ragged edges, that's why I went with struck through. Would the reverse still have weakness, if it were struck through?

I guess another question I have is how scarce is this type of error?

This is a lot rarer than a lamination peel. But because it is a pre-strike lamination, it may not be noticed as easily. But still one I would keep for sure.

A stuck through usually leaves a full design. Even cloth would leave a full reverse. The weakness on the reverse was the clue for me it was a pre-strike lamination.

That was a cool lesson. I would have said strike through too. Now I understand why some of the devices on the back also look like they were filled with grease or something. It is from the low pressure in those areas because of missing material on the opposite side.
