the mintmark shows clear split serrifs, difficult to get in photos by the brightness of the coin but very loud and clear in hands.as always your opinions will be greatly appreciated. thank you all.

There are no RPMs after 1989. The mint marks are part of the design since 1990. So like John1 said, it is Die Deterioration on the mint mark and possible Machine Doubling on the date.
