Looks like a small die chip error to me, I can understand the one on the antler but the one by the C seems unusual. :)

Dot by the C is a result of a die pit----pits are on older dies and get bigger over time----I hear they are caused by die polishing, but I think there has to be another explanation.
A good example is the 1858 Vicky 20 cent coin which has a pit between the dot and A of regina-----Every single coin I have ever seen has this pit---Some small , some big---About 400 coins in all !!!

I am not that smart when it comes to coins, but I am learning.
I am very good at doing different kinds of jobs though, and to me it looks like wielding spatter. (The hot sparks that fall off). Only my opinion.

I agree with welding with only that dot---the dot could be removed fairly easily---knock it off---- PMD

One on the antler could be a rust bubble. All quarters after 2001 are plated Steel. Other one looks like a die pit
