Lamination Error On 1917 Large Cent

The obverse may be VF-EF, but the reverse has something going on in an area between Leaf 4 and Leaf 10. I'm thinking it may be a lamination error of some degree? Looks like the surface broke up and shifted, the top of the "1" and left of the "7" seem to majorly shifted/doubled?

Any input on this one would be great. It looks like the surface of the coin had actually shifted. First thought was lamination error.
