Strongly suspect so, although it may be savable if the final bid comes in low enough to take the risk. I see a "coating" rather than an "accumulation."

Hope you won that one. A bargain at that price. That PVC goo will come off in acetone bath.

I also think the same, you can see it has only gotten to the highest points that would've been in direct contact with an old PVC vinyl flip.

Went for a real nice price. Many were turned off by appearances.
