Once they publish it people want to buy it. Back when cents were readily available I think you could get a few bucks regardless of grade. Long before they added it to the list of modern cents. As long as you can see it with the naked eye it has value.
I have quite a few of these. Some are double 979, some double 79, some have the left leaf doubled and I believe that I sold one (or still have it) that also had doubling on the stem. I love the 1979 errors, they stick right out.
