The arc looks like the scratch from another coin ( cent? ) or possibly an incomplete cut from the planchet cutter .

Looks like someone turned off the power switch on the cookie cutter.
Any pictures of the reverse eddio?

I thought they cut the blanks before they got stamped? If so, the mark would not be across the queen but only under any raised metal? So I'm thinking another coin perhaps, a clash? I don't know if my eyes are playing tricks, but the circumference (of the mark) seems to be a little off for a penny, more like a nickel or quarter circumference. Still learning, any thoughts?
