Nice find, I have one of those in the proof set with the silver dollar, have to wonder if it was a dumb kid that spent them for face value.
The only Commemorative finds I ever get from CRH are the Canadian 100 and 125 year cents and nickels.

I'm not a "roll hunter" so I've never had a similar experience, but I'm sure it's a thrill to come across something that is so unexpected.

nice find!
When I still searched half dollar rolls, I also found one of these, but it was the UNC variety. I also found a WWII, a Stone Mountain in VF-ish and an AU Washington Carver.

NCLT is short for Non-circulating legal tender.
Commemorative coins by nature aren't meant to circulate but they are legal tender for face value.
