Wow, could you post closer pictures? It looks like it could be scrap rolled into the planchet strip and retained when the planchet was punched and subsequently struck.
Is it copper colored or nickel colored?

Looks like it is on top of the coin...like glue or something....soak it in acetone for a minute and see what happens.

Is it copper colored or nickel colored? The unaffected portion of the coin is BU. The affected color is a dull variation of grey ... best of my color abilities to describe. There is very small BURRS at the edge of the affected area. It looks like the Nickel part is just peeling off ... so to speak. I have less knowledge than you......... Could this be a lamination, or annellment situation?

Just too tough to say from the photos- it could be either damage or a planchet error. I'd have to examine it or have better photos to know for sure.

It is impossible to say much of anything with a picture smaller than an actual Ike dollar. At this point, my best guess would be glue since you say it is peeling around the edges and you can also see the full detail of the coin through the material.

Or even a stain. If it were missing part of the clad, the color would be dark copper color.

Not glue, Not tape. Under two, and ten power ... the (surface) nickel is gone. I've been loading TEST threads today. Sad I am so challenged that I can't do what newbies do each day here on CCF.

Not tape, not glue. Very small burrs at the edges of missing Nickel. As tested with terry cloth towel.

Looks like something on the surface. It wasn't struck that way.
