The 年年九十. makes me think it is a Japanese coin. Although I don't see a Japanese coin like this listed. I will check in my catalog when I get home though.
The characters allranger pointed out are indeed the date. Such characters appear on coins from Japan, Taiwan, pre-1949 mainland China and on some early Korean coins. In this case, the coin is from Taiwan. The year in this case is Year 89 of the Republic of China, which translates to AD 2000. Is is a circulating commemorative 10 yuan coin, for the Year of the Dragon. Here is the NGC database page for it.

Very nice coin, just to add some info that I found: - On the side with the denomination (10 "ten yuen") is the Republic of China Millennium Year Logo with the digits '2000' embedded within the dragon image. - The other side has .祝千禧年 which means to celebrate the millennium year.
