Looks like a hit, and unless these are different than the cents the mm was part of the design.

I do not believe there was a 1991 D/P or P/D variety or error.

Since 1990 all the mint marks are hubbed on the die as part of the design for that mint. So over mint marks can't happen after that.

That mint mark was damaged by a hit in circulation.

As stated prior ... from 1990 onward all mintmarks were made part of the master hub ... therefore it could not possibly be a re-punched mm.
