When did the Royal Canadian Mint first put out the dollar to penny sets? The hard plastic cases with plastic screws, Canada mint set printed on them. Did these sets originate from the mint or was the case produced so collectors could fill them?

the plastic cases with screws are all after market, in the 50's there was a cardboard set with the mint logo on it, then they went to the philofilm sets. Also the specimen and proof sets came in varying cases or hard books..But no sets were actually marketed by the mint in the cases you described above, hope this helps.

As far as dates of issue go,

proof-like sets started in 1954-1967
brilliant uncirculated sets started in 1968- to present (people still refer them as prooflike)

Any idea on when the plastic holders were produced. I'm trying to get an idea on a set from the 40s. I now know that the mint didn't case it, but now how did it get together. Just trying to get some background.

That type of holder became available in the early '50s. Your set was assembled by a dealer or collector. These holders are still made today. Your set could have been put in the holder as recently as the day you bought it.
"Dipping" is not considered cleaning...
