Ask NGC to purchase the MS67. Knock 33% off the price, offer free shipping, and call it a day! :)

So it sounds like broke up a proof set and sent it all in meaning you know with absolute certainty theres proofs barring some freak accident of something getting in the wrong package at the mint.
The honest thing would be to give them a call and explain what happened and they should offer to fix it free of charge. You might be able to get a grading voucher out of it but probably not.

Other than a typo on the slab label, I do not see how a 1960 proof could be confused with a business strike at all. That can be a problem with older proofs such as 3 cent nickels but a modern proof looks quite different from a business strike.

can you get a pic of the coins up? Were the coins heavily toned or hazy or anything?

Sort of makes one wonder if there are any taverns near the NGC offices where they go for lunch. If so, your lucky your coins didn't come back as G-4.

Actually, there's a concentration of shopping malls within a mile of NGC's location in Sarasota; they've a selection of bar/restaurants to choose from within staggering distance. Quote: You could get David Hall to sign it and the it would be worth a fortune. HaHa

Ok here's is the actual set. I posted the other day and got attacked for joking that I was going to tell them I paid $3,000 for the set. Anyway I offered for them to send the $400.to the seller to compensate us for our trouble now keep in mind they have $200 of his money so it would cost them $200 to fix a five coin mistake reasonable I thought nope my problem. So you can find it on so far 3 craigslist ads which I've got almost 40 emails. Funny the support you get when you tell people you have cancer. Actually made me feel great. Also talked to a judge not only are they liable if they pulled out their disclosure in his court triple damages right there. No one tells a judge who what where and when they are liable. If you put 10 signs that your dog bites guess what if he bites someone your liable. Oh and the mint set quarter came back unc details cleaned. Imagine when you sold your ms 63 1901 p Morgan for $1000 because it says unc details cleaned. Sorry not acceptable

Depends on where the dog is. If he is running lose and bites someone then yes the owner is liable, if he is restrained in a fenced in yard and you climb over the fence, trespass and go up to the dog the owner is not likely to be held liable. NGC specifically limits their liability to reholdering in the case of "mechanical errors" and it could be argued that by submitting under the "Guarantee" you are agreeing to those terms.
As for what a PF-67 quarter is worth in slabs labeled MS-67, the answer is $35 or LESS. Just because the label says MS the coin doesn't stop being a proof. And it could be worth less than normal market because if a new owner wants to get it corrected it will cost him enogh extra in shipping and insurance that he would have to buy it at a discount to be worthwhile.
