The 25 on the reverse has some pvc damage on the right above CENTS, is it able to be removed easy? How much does it affect the grade of this coin?

Looks like there's still some green PVC slime. Clean it with acetone before it does further damage.
"Dipping" is not considered cleaning...

ty for all the replies and help, should I put it in acetone to soak until the green lifts or does it need to be persuaded with q-tip rub as well?

A few seconds will do, q-tip won't hurt at this point, then a quick rinse in clean acetone.

@yingyang was taking pics an seen a blob of PVC so back into the acetone it went, it was on there like cement, hoping it will separate soon then post pics.
