Would a rotated reverse of 10 degrees hurt the value?

Not at all. 10° is not significant enough but more rotation (to some) is very desirable.

Slightly rotated dies will normally neither add nor subtract value. For the 1916-D dime, the 4 known die pairs all come slightly rotated.

As Double Eagle said, for a 16-D you'd want some rotation as it's one of the diagnostics of verification.

As a rough estimate, edweather, the 4 dies are rotated to (top of the reverse is Noon) 11:15, 12:15, 12:45 & 1:00.

If you have a set of Mercury dimes in an Album where you can see front and back, turn the page and look at the reverses. I've got 12 sets in Whitman Classic Albums. The fronts, obverse, of all are lined up. Turn the page and about 25% are tilted to the left or right. At one time I was putting a set together with rotated reverses from far left to far right a little at a time. Most people just never notice rotated reverses at all. Notice in the famous Red Book, pages 417 and up covering errors, no mention of rotated reverses. Just a thing seldom noticed or mentioned. No one usually adds or removes a value of any coin with a rotated reverse.
I used to collect any coin with a rotated reverse. Ended up with several of those Whitman Red Boxes with two rows of 2x2's full of those. AND as most dealers will say, so what. Nothing extra and nothing less.
All of my 16D's are tilted one way or the other. I sometimes wonder if the Mint did that purposely to ittitate people.
