Was this indent struck through another Indian cent? and if so, how are there still details under the indented portion?

Perhaps it's an off-center, struck on a partial clip? I cannot tell if the arc looks before strike or after.

struck on partial clip - that is interesting. how does one tell if the arc happened before or after strike? The arc, incidentally, exactly fits the arc of a cent.
