1954 Quarter Counterfeit/Fake Or Error?

It seems to weigh near what its normal counterpart does but looks odd. I dont think its a fake. I think its either a error or someone did this intentionally which I see as being odd. You wouldnt believe what this fast talking gold and silver guy told me about it. " oh yeah thats a defect...they go for $30 on ebay..."
