It looks like something drug across this coin and raised the edges of all the devices up to a point. Can anyone give me an idea what happened with it?

I got this coin, I thought it was a Snow-4 due to the funny look of the 9.
It looks more to be the Snow 26.

Almost looks like the die shifted or something. Interesting coin. Would be nice if we could get Mike Diamond to look at it.

I thought maybe whizzed at first too, but I didn't see any scratches that would have come along with it.
As far as the die shifting, maybe, It's like that on both sides of the coin.

Those raised ridges along the date and devices are the "smoking gun" of a harshly whizzed coin--definitely not as struck.
The date was really manhandled--it looks 'scooped out'. It's an even harsher job than this whizzed IHC.
If it's your coin--sorry for the bad news.

Bad news is not always that bad. You have to learn one way or the other. Raised edges are the sure sign. I won't forget that.

To me, whizzing implies the use of a real fine wire brush attached to some type of rotary tool where you won't see regular parallel scratches. There might be hairline circular scratches that can be concealed or very difficult to see in a photo or the scratches might be buffed out. I think the above coin is a good example.
