2002 Uncirculated Quarter Set In 2002 Proof Set

I just checked out a 2002 Proof Set and found that the quarters were UNCIRCULATED instead of PROOF. Also, ALL the quarters were 2002-P Indiana issues instead of 5 different 2002-S dated coins! The labeling inside the hard plastic mint-sealed packaging clearly denote "proof set", so there is no cross packaging with a mint set (which is not in a hard plastic package anyway). Any value for this unusual error?

Haven't taken any pictures. Just thought it was very odd to have what I consider two major errors in packaging, all in ONE package container. The cent, nickel, dime, half, and Sacagawea dollar separately packaged coins are correct S-Mint proofs.

Something like this would have been done outside of the mint. Proof sets are packaged at the San Francisco Mint so Philadelphia coinage couldnt have gotten mixed up with proof coinage at the mint. These sets are easy to open and put back together so it isn't crazy that someone replaced the proof coinage from the set with uncirculated examples.

I would very closely inspect the outer edges of the lens they cannot be tampered without leaving some kind of evidence. I cracked a 2001 lenns today and it came apart perfect and actually snapped back together.

It isn't an error. Someone opened the set and swapped out the quarters. Since 1999 the set holders have not been sealed and can be opened and closed without showing any evidence of doing so. It lead to some interesting ebay scams back in 1999 and 2000.

The first scam took place in 1999 when some "rare error" sets were "discovered" that had one of the State Quarters missing and two examples of one of the others. These were going for $300 to $400 each. Of course all you had to do was take five 1999 proof sets at $30 or so each, play musical chairs with the quarters and have five $300 "error" sets.

The next scam took place in 2000 when some "Rare VIP" ten coin 1999 proof sets started showing up on ebay. The 1999 sets were nine coin sets because they came out before the proof SBA's were issued. These "VIP" sets had all nine S mint proofs and the P mint proof SBA. They were going for $1,000 a set or more. What they actually were where 2000 sets (which had ten coins) that had had the coins removed and replaced with 1999 coins and then put into 1999 boxes. You could tell because changed the background color of the proof sets between 1999 and 2000 and these had the 2000 color background.

Thanks everyone for the info. That was the first thing I checked; to see if the packaging was tampered with. I was under the impression that all the hard plastic proof set holders were sonically sealed at the Mint to prevent such tampering.

You know what's ironic, I just got a 2002 s proof Tennessee quarter today in change from McDonald's. Pretty nice shape also.
