I know very little about notes and even less about third party graders of notes so I have no idea what to make of this listing.
Firstly there is Phipps instead of Phillips and it doesn't appear to me that it is Randall's signature either.
Anyone able to make sense of it? Thanks.

Looks like a genuine print error to me. The lister is probably just going on what the grading co. says. Doesn't give more knowledgable collectors much faith in grading companies with mistakes like this. Phillips and Wheeler of course. Extremely fine grade is probably acceptable. I'd buy it and resell it as a grading company error.

Doesn't do much for the confidence of complete noobs either.

Do you know if this TPG has [had lol] a good reputation?

I won't comment on TPG's except that I loathe the lot of them.

If you win it i'd email PMG and point out the mistake, just to see what sort of reply you get.

By the way I think TPGs are the greatest thing since sliced bread. Lucky there is plenty of room for differing opinions in this world, and make life interesting eh?
