I have just bought an old collection of Chinese charms, along with a few coins. The collection these were from were put together around 1910, and most have old tags attached. I've one a thread for each of them on the ID forum.

Number 2.

A charm based on Wang Mang Knife money. No gold inlay, and the lettering seems slightly different. Perhaps a type of knife money or a charm based on it? One near identical sold at Heritage for $400 this January - they didn't seem to know exactly what it was either. Any further info would be great!

Dimensions: 72 x 27 mm

Weight: 21.67 grams

Replica Wang Mang knife; as you noted, the characters inside the circular part are "supposed" to be incuse and inlaid in gold, rather than raised.

There are actually numerous raised examples of knife like charms with raised details. The original knifed became prized as charms themselves and contemporary copies were made. The example from heritage is actually a really close match in this case
